The supreme body of the University is the Council of Founders.
The exclusive competence of the Founders includes the following issues:
- defining the subject, purpose and priority areas of the University’s activities, mandatory volumes of work (services) financed from the University budget;
- making amendments and additions to the University Charter or approving its new version;
- monitoring the targeted and effective use of the University’s property;
- voluntary reorganization or liquidation of the University;
- seizing excess, unused or improperly used property of the University, identified as a result of monitoring the targeted use of property;
- establishing a term of maintenance and ensuring the safety of the seized property until its transfer to another person with subsequent write-off from the balance sheet;
- implementing, organizing and conducting monitoring of the functioning and effectiveness of the University’s management;
- election (appointment) of the rector, determination of the term and early termination of his powers;
- approval of the annual financial statements of the University.
