On 29 October 2026, the Academic School of Law hosted a debate between third-year Law students of Q University and third-year cadets of the National Security Committee of the Republic of Kazakhstan. The event focused on the topical issue of using artificial intelligence in public administration.

The event was organised by N. S. Ibrayev, Candidate of Legal Sciences, and Zh. S. Shalabayeva, Senior Lecturer.

The participants discussed the advantages of digital technologies, as well as the potential risks that their application may pose to human rights and freedoms.

One side noted that artificial intelligence can improve the speed and quality of public services, automate routine processes, analyse large volumes of data, and reduce the influence of the human factor. According to the participants, the proper use of AI contributes to more informed administrative decision-making and enhances the efficiency of public authorities.

The opposing side drew attention to the risks of privacy violations, personal data leaks, algorithmic discrimination, excessive digital surveillance, and the lack of transparency in automated decision-making. Particular attention was paid to the issue of legal liability for decisions made with the use of artificial intelligence.

During the discussion, the students demonstrated a high level of preparation, the ability to defend their positions with well-reasoned arguments, analyse opposing views, ask meaningful questions, and engage in respectful debate.

Following the debate, the participants concluded that artificial intelligence can become an effective tool for the development of public administration, provided that human rights are respected, personal data are protected, algorithms are transparent, and meaningful human oversight is maintained.

Events of this kind contribute to the development of students’ critical thinking, legal culture, communication skills, and responsible attitudes towards modern digital technologies.
