The Academic School of “Law” was established in 2012 based on the Faculty of International Law, which had been functioning since 1992 as one of the structural divisions of Kainar University. Since December 2014, its legal successor has been the Kainar Academy. Kainar University was founded in 1991 and became one of the first multidisciplinary higher educational institutions of a new format in independent Kazakhstan, operating on a commercial basis and focused on socio-humanitarian disciplines.

At the origins of the faculty, along with the Rector of Kainar University, academician of KazNAEN, PhD in Physics and Mathematics, Professor E.S. Omarov, stood prominent legal scholars such as: academician of the National Academy of Sciences of the Republic of Kazakhstan (NAS RK), Doctor of Law, Professor S.N. Sabikenov; academician of NAS RK, Doctor of Law, Professor M.T. Baymakhanov; academician of NAS RK, Doctor of Law, Professor G.S. Sapargaliyev; academician of KazNAEN, Doctor of Law, Professor E.I. Kairzhanov; PhD in Law, Professor M.V. Shilov; Doctor of Law, Professor A.T. Dzhusupov; PhD in Law, Professor U.U. Nurmashev, and others.

The first dean of the faculty was academician of NAS RK, Professor S.N. Sabikenov. From February 1996 to February 1998, he was a member of the Constitutional Council of the Republic of Kazakhstan and a specialist in the theory of state and law. From 1997 to 2002, the faculty was headed by academician of NAS RK, Doctor of Law, Professor M.T. Baymakhanov, who had previously served as the Chairman of the Constitutional Court of the Republic of Kazakhstan from 1992 to 1995.

A special place in the history of the faculty belongs to Professor E.I. Kairzhanov, Doctor of Law, who passed away in 2011. He was one of the leading experts in the history and theory of state and law and constitutional law. He was an academician of KazNAEN, laureate of the Al-Farabi Prize, Honorary Professor of the Criminological Association of Kazakhstan, Excellence in Education of the Republic of Kazakhstan awardee, member of the Legal Policy Council under the President of the Republic of Kazakhstan, expert of the Department of Social Sciences of the National Academy of Sciences and of the Constitutional Council of Kazakhstan. He served as a member of doctoral dissertation councils at the Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan, the Academy for Combating Economic and Corruption Crimes (Financial Police), and the Kyrgyz-Russian (Slavic) University named after B.N. Yeltsin. He was the author of Kazakhstan’s first textbook on Criminology (General Part) published in 1995, republished in 2000, and the “Criminal Law of the Republic of Kazakhstan. General Part” textbook published in 1997.

Since 2023, the head of the department has been N.Zh. Apakhaev — a promising specialist, PhD in Law, Associate Professor, licensed attorney, accredited scholar, who successfully combines teaching with human rights advocacy.

The first graduating class of the Law Faculty was in 1997 — 46 graduates received the qualification of “International Lawyer with Foreign Language Proficiency.” Over the years, the department has trained more than 12,000 specialists in international law, jurisprudence, and legal studies.
